Please can I suggest to anyone who sends emails to 'persons in authority' for whatever reason (especially those who say they don't get an acknowledgement) to use readnotify.com so they can track their emails. This enables you to see whether your email has even been opened and whether it gets forwarded etc.
At least, should you need to write to the person again, you will be able to show them proof that your correspondence had actually been received.
